If your report cards dictate that you must give students a grade on reading fluency, what do you use to determine that grade?

If you’re like me, you see the value in reporting students’ fluency on their report cards, but don’t have a way to do that.  While my basal series includes texts for cold reads, and even give the NAEP fluency scale, they still don’t give a way to truly capture all aspects of reading fluency.  A while back I created these rubrics to help me give a score based on those one minute cold reads I was giving my students.
